His career spans senior roles within regulatory authorities, international financial centre regulators, global investment banks and leading legal practices.

Andy has played a central role in establishing regulatory authorities and legal frameworks for international financial centres, advising governments and regulators on the design and implementation of financial services, capital markets and corporate regulatory regimes. His work focuses on developing regulatory systems that align with international standards while operating effectively within their domestic legal environment.

Drawing on experience from both regulatory authorities and financial institutions, Andy advises on regulatory architecture, supervisory frameworks and financial crime oversight. He supports jurisdictions and institutions in navigating complex cross-border regulatory environments and implementing frameworks that remain credible under international scrutiny.
